Romanian Renewable Energy Summit 2026

𝗜𝗻𝘀𝗶𝗴𝗵𝘁𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗥𝗼𝗺𝗮𝗻𝗶𝗮𝗻 𝗥𝗲𝗻𝗲𝘄𝗮𝗯𝗹𝗲 𝗘𝗻𝗲𝗿𝗴𝘆 𝗦𝘂𝗺𝗺𝗶𝘁 𝟮𝟬𝟮𝟲

Our Managing Partner, Mihaela Nyerges, was invited as speaker on the opening panel of the 𝗥𝗼𝗺𝗮𝗻𝗶𝗮𝗻 𝗥𝗲𝗻𝗲𝘄𝗮𝗯𝗹𝗲 𝗘𝗻𝗲𝗿𝗴𝘆 𝗦𝘂𝗺𝗺𝗶𝘁 𝟮𝟬𝟮𝟲, organized by GOVNET Romania.

The discussion brought together key voices from Romania's energy sector, including Sorin Elisei (State Secretary, 𝗠𝗶𝗻𝗶𝘀𝘁𝗿𝘆 𝗼𝗳 𝗘𝗻𝗲𝗿𝗴𝘆), Andrei Manea (Executive Director, RPIA - Romanian Photovoltaic Industry Association), and Marta STURZEANU (Policy Officer, RWEA - Romanian Wind Energy Association), to explore the legislative and market developments shaping renewable energy investment.

𝗞𝗲𝘆 𝘁𝗮𝗸𝗲𝗮𝘄𝗮𝘆𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗽𝗮𝗻𝗲𝗹:
• Capacity allocation tenders: The introduction of an early-stage financial guarantee of 𝗘𝗨𝗥 𝟮𝟬,𝟬𝟬𝟬/𝗠𝗪, despite limited visibility on key auction parameters, has made 2026 an experimental year. This is reflected in the low number of investors that submitted expressions of interest for the upcoming tenders.
• 𝗚𝗿𝗶𝗱 𝗿𝗲𝗳𝗼𝗿𝗺 & 𝘀𝗲𝘁𝘁𝗶𝗻𝗴-𝘂𝗽 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘀𝗮𝘁𝗶𝗼𝗻𝘀: ANRE's new deadline for obtaining the setting-up authorisation, together with the 𝗘𝗨𝗥 𝟯𝟬/𝗸𝗪 financial guarantee, is accelerating project sales and M&A activity. The first significant grid clean-up is expected on 𝟮𝟱 𝗠𝗮𝘆 𝟮𝟬𝟮𝟳. Further legislative amendments are currently under way, including clarifications on the guarantee regime, the elimination of the guarantee for the storage component of hybrid projects, the exclusion of projects partially benefiting from the CfD scheme, and the wording and duration of the guarantee.
• 𝗧𝗵𝗲 𝗻𝗲𝘄 𝗨𝗿𝗯𝗮𝗻𝗶𝘀𝗺 & 𝗖𝗼𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝗼𝗻 𝗖𝗼𝗱𝗲: The consolidation of urbanism and construction legislation aims to simplify and digitalise permitting procedures. However, it has also introduced important interpretative uncertainties among practitioners and issuing authorities, particularly regarding the use of 𝘀𝘂𝗽𝗲𝗿𝗳𝗶𝗰𝗶𝗲𝘀 𝗿𝗶𝗴𝗵𝘁𝘀 as the legal basis for obtaining building permits for renewable energy projects.
• 𝗣𝗨𝗭 𝗲𝘅𝗲𝗺𝗽𝘁𝗶𝗼𝗻: The current exemption allowing renewable energy projects to proceed without a PUZ is due to expire at the end of 2026. A legislative initiative to extend the exemption until the end of 𝟮𝟬𝟮𝟴 is currently under consideration, with significant implications for projects in the permitting pipeline.
